Education for Handicapped Children: A Study of Educational Services in Central Massachusetts

This paper briefly reviews court rulings and federal (Public Law 94"142) and state legislation that are a reflection of the Zeitgeist of normalization of handicapped children. The paper reviews how these services are provided in Central Massachusetts by seven special education programs. These programs were found to be lacking the quantity and quality of services necessary to make normalization a success. These findings replicate studies done in Texas and Connecticut. The implications of the findings are discussed.
